Sound policy is based on people as they are, and in a democracy it seeks to advance their common interests within practical constraints.

Finally, the science applied in adaptive governance is contextual, necessitating interpretations and judgments that integrate what is known about the particular context. ) Interpretations and judgments of facts and values are needed because each context is a unique combination of policy-relevant considerations not completely covered in scientific or public laws.
